Lowell is an affectionate little boy who was abandoned only a couple of months after he was born. He has been diagnosed with Down syndrome and has been living with a foster family. Under their care and nurturing, he developed a better appetite and increased in body weight. According to a 2013 report, he giggles happily when being tickled and teased, and smiles when you call his name! He can recognize familiar faces and loves to be cuddled. Even though he can be quiet at times, he can be silly and likes to stick out his tongue. He sleeps well at night and has a good appetite. He loves playing with toys, especially ones that make sounds! According to a more recent update, he is able to walk with assistance, can making babbling sounds, and can follow simple directions.
From his current agency: There is a $4000 grant available to families who qualify to assist with the cost of this adoption. In addition, the application fee and pre-approval deposit have been waived for this child.
