Mikey likely has hydrocephalus.  He does have vision problems — very likely related to his hydrocephalus.

From an adoptive family who met Mikey in August 2011:   Mikey is very active despite the weight of his head and his vision problems.  He played in the sand box for a long time and enjoyed it.
