Paul is calm and reserved. He has a sister born in 2005 who has a legal guardian in RU, so she is not available for international adoption. His birthparents rights were terminated by the court and he became registered for international adoption in December 2010. He is HIV+ and at a very good baby house with access to excellent medical care.
